CODE COMPLIANCE FOR REPURPOSED SPACES
Assurance changes to facilities will comply with Codes (Fire Prevention/Building and Energy Conservation)
If installing dividers in rooms (e.g., libraries, cafeterias, gyms), submission of detailed floor plans to OFP
Use of the “COVID-19 Reopening” naming convention when COVID plans are submitted to the OFP
If plans include use of plastic separators, compliance with the 2020 BCNYS Section 2606
Compliance with requirements related to space utilization and/or alteration requirements
Herkimer-Fulton-Hamilton-Otsego BOCES (Herkimer BOCES) has reviewed and determined the number of students anticipated to return for in-person instruction in each of its buildings. In order to meet the instructional needs, common spaces, such as cafeterias, gymnasiums, libraries, and conference rooms will be repurposed for instructional use. Changes to the floor plan of these spaces will be submitted to the Office of Facilities Planning (OFP) at the New York State Education Department in accordance with the COVID-19 Reopening protocol. BOCES will consult with experts to ensure separators are in compliance with applicable codes.
STANDARD OPERATIONS OF FACILITIES
Compliance with the 2020 Building Condition Survey and Visual Inspection
Conduct Lead-in-Water Testing as required by NYS DOH upon reopening
Compliance with requirements related to plumbing (i.e., number of sink and toilet fixtures requirements)
Assurance one drinking fountain per one hundred occupants or a reasonable alternate plan
Compliance with requirements related to ventilation (i.e., adequate, code required ventilation)
Confirmation the operation of stairs and corridor doors (e.g., fire release) remains unchanged
The Herkimer BOCES is not on the New York State 2020 Building Condition Survey Schedule; therefore, a visual inspection will be completed as per regulation by March 1, 2021. Lead in Water testing and sampling is scheduled for the Fall of 2020 once in-person operations have resumed. Many of the BOCES bathroom facilities are single user facilities. Multi-User bathrooms have physical dividers between stalls. Bathroom use will be limited to a set number of users at one time in order to assure social distancing is maintained. BOCES will not alter the operation of functional bathroom fixtures. All water fountains will be turned off. Bottle fill stations will be available throughout the facilities to ensure staff and students have access to drinking water. Minimally, there will be one filling station per 100 occupants. Weather permitting, staff will be encouraged to leave classroom windows open to allow for fresh air. Weather restricting, HVAC systems will be adjusted to allow for the maximum amount of fresh air intake the system can support while still maintaining minimum temperature requirements as outlined in code.
The BOCES will not alter any stairs or corridor doors from their current operation.
CLEANING AND SANITATION OF FACILITIES
Assurance all Alcohol-based Hand-Rub Dispensers are in accordance with FCNYS 2020 Section 5705
Implement hand sanitizer (containing 60% or more alcohol) for areas where washing is not feasible
Assurance the district will meet health and safety requirements (e.g., cleaning high touch areas regularly)
Herkimer BOCES has a written protocol to instruct staff and students in appropriate hand and respiratory hygiene. This protocol will be reinforced with signage in various, conspicuous locations in its buildings. Sanitizing stations will be placed in common areas of high traffic, including near building entrances, entrances to office suites and main corridors. Sanitizing stations will be stocked with 60% or more alcohol-based hand sanitizer.
Herkimer BOCES has a written protocol to clean and disinfect schools following Centers for Disease Control (CDC) guidance. The protocol reflects the CDC principles that:
Normal routine cleaning with soap and water will decrease how much of the virus is on surfaces and objects, which reduces the risk of exposure.
Disinfection using EPA-approved disinfectants against COVID-19 can also help reduce the risk. Frequent disinfection of surfaces and objects touched by multiple people is important.
When EPA-approved disinfectants are not available, alternative disinfectants can be used (for example, 1/3 cup of bleach added to 1 gallon of water, or 70% alcohol solutions).
Staff will always wear gloves appropriate for the chemicals being used when cleaning and disinfecting. Additional personal protective equipment (PPE) may be needed based on setting and product.
Most surfaces and objects in school buildings will just need normal routine cleaning. Frequently touched surfaces and objects like light switches, doorknobs, and faucet handles will need to be cleaned and then disinfected to further reduce the risk of germs on surfaces and objects. Students will not be present when disinfectants are in use and will not participate in cleaning and/or disinfection activities.
Herkimer BOCES has identified cleaning and disinfection frequency for each facility and area type in the district:
Classrooms: Cleaned and disinfected every night
Identified High Touch Areas: Cleaned every three (3) hours during school hours and disinfected nightly after school
Offices: Cleaned every night
Common Areas: Cleaned and disinfected every night
Herkimer BOCES will follow the manufacturer’s instructions for cleaning and disinfection of electronic devices such as laptops, iPads or Chromebooks, keyboards and computer mice, etc., between use.
School Health Office cleaning will occur after each use of:
Health office equipment (e.g. blood pressure cuffs, otoscopes, stethoscopes, etc.) should be cleaned following manufacturer’s directions
BOCES outdoor areas, like playgrounds, generally require normal routine cleaning, but do not require disinfection. Our playground will be cleaned on a regular, established basis. Shared athletic/gym equipment (e.g., balls, protective gear) will be cleaned between use
per manufacturer’s directions.
Custodial Staff will maintain logs that include the date, time, and scope of cleaning and disinfection in a facility or area. In order to disinfect areas frequently, additional staff
may need to be trained in cleaning and disinfecting protocols.
EXPANSION OF FACILITIES
If necessary, submission of new building construction and temporary quarter projects to OFP
If plans include new facilities for leasing, submission of a plan for preliminary evaluation with OFP
Compliance with requirements related to tents (i.e., adhering to BCNYS)
Compliance with requirements related to space expansion
Herkimer BOCES has reviewed and determined it does not require new construction, erection of tents, or the lease of new space.
Changes (e.g., social distancing) to evacuation drills are documented in Fire Safety plans
Herkimer BOCES has developed a written protocol to conduct required safety drills with modifications that will ensure social distancing and appropriate face coverings. NYS Education Department requires that schools conduct eight (8) evacuation and four (4) lockdown drills each school year. This regulation has not been modified during the current Public Health Emergency.
Herkimer BOCES will modify the ways drills are conducted. Staff will maintain PPE “go packs” to provide those individuals lacking proper face coverings with protection during emergency drills in situations where proper social distancing cannot be maintained
